Back in the past, Dr Who had to fight the Black Guardian, helped by the more feeble White Guardian. The distinguishing feature of both was a dead bird as part of their headwear. Evidently, Jersey's Lieutenant-Governor, Sir Andrew Ridgeway, wants to join the select ranks as the Grey Guardian, as he proudly displays his own version of the required dead seagull on his head.
