How to weight an Independent Committee

An October bit that I missed. There was a vote to appoint people to "an independent States Members' Remuneration Review Body comprising persons who are not members of the States"

POUR: 36 CONTRE: 5 OUT OF ISLAND: 1 EN DEFAUT: 4 NOT PRESENT: 7

Mr. Julian Rogers (Chairman);
Mr. Brian Bullock;
Mr. Maurice François Dubras;
Advocate Christopher Gerard Pellow Lakeman;
Mr. John Frederick Mills C.B.E.

I'm sure that at least two of these are ex-States members, and I think John Mills was Chief Advisor before Bill Ogley, which does tend to suggest it is not quite as independent as all that! Lots of absent or not present members, but those who were firmly against it - quite possibly on grounds of cronyism, were:

Deputy Paul Vincent Francis Le Claire
Deputy Andrew David Lewis

It reminds me of the Yes Prime Minister where Hacker needs to review Sir Humphrey's status, and calls upon the previous Cabinet Secretary to advise him. Of course there is collusion between Humphrey and Sir Arnold, who would expect there not to be?
