I was listening on BBC Radio Jersey today about a student who had one jab in the UK, one in Jersey, filled in all the paperwork for a vaccine certificate, and has now been told they don't have processes for providing certificates of double jabs if one is outside of Jersey, and could only provide proof of a single jab.
I don't know who the bureaucrats are who made up these rules, but the Health Minister should change them as a matter of course. This is not some obscure country where the first jab was given - it was the UK, for goodness sake!
This is important to the student as it may be the case that some restrictions (which have been mooted) start to come in requiring proof of double vaccinations to access or attend places or lectures. At the moment it is very much in the pipeline, but looking at the global picture, it is coming!
It certainly began with cruise ships, desperate to do business again, but not wanting the risks involved of Covid. A lot, but not all, now require pre-travel PCR tests - and proof of double vaccinations - and all the crew are vaccinated. It pays dividends: the breakthrough cases of Covid are small, containable, and the vaccine helps prevent rapid transmission.
Like it or not, we are heading to a society where "living with Covid" also means either having a medical exception from a vaccine (but possible still a Covid test, PCR or lateral flow), or a vaccine certificate, most of which are digital. Jersey opted for a paper one, and without even a QR code. Sometimes I despair! A paper one is certainly good, and they are working on a piggyback mechanism for using the NHS one - and yet they have Yoti over here.
As a petition put it:
The Government should develop a digital version of the COVID Status Certificate for Islanders to use when travelling as an alternative to the paper certificates that have been issued to date – a person’s Covid vaccination status could be added to their YOTI account, for instance.More details
This will be a more practical and convenient option for many, and be a good alternative to a paper certificate which can easily be lost. Sign this petition
In the meantime, here's a roundup of Vaccine Passorts:
Vaccine Passports: A roundup
BBC
As time goes on, more countries are considering turning to Covid passports as a way of opening up and letting people travel.
These passports are usually accessed via an app on your phone or in some cases, paper versions are available.
Forbes
From France to Greece and from Denmark to Portugal, governments are adding friction to everyday life by mandating proof of vaccination status for a wide array of activities, which often include staying at hotels, dining at restaurants and visiting museums.
Guardian
In France that when people were told they would need domestic vaccine passports to access certain venues and events there was a “big surge” in people coming forward for their jabs
New Zealand News
Covid-19 vaccine passports will be "almost an inevitability" within the next year, according to Covid-19 Response Minister Chris Hipkins.
"I think vaccine passports are almost an inevitability at some point in the future and probably the not-too-distant future, I think that's likely to happen."
UK
BBC
Prime Minister Boris Johnson has announced plans "to make full vaccination the condition of entry to nightclubs and other venues where large crowds gather" by the end of September.
Forbes
The U.K. government has been in talks with Premier League soccer officials to potentially require proof of vaccination to attend matches beginning in October
Guardian
Chelsea FC has already said it will require people attending matches at Stamford Bridge to provide proof of being fully vaccinated.
France
BBC
Authorities have set up a health pass that will allow people to access restaurants, bars, planes and trains.
At present, venues that accommodate more than 50 people already require proof of vaccination or a negative Covid test.
Forbes
France officially mandated a digital “health pass” to enter museums, movie theaters, sports venues, festivals, top tourist attractions and all events or places with more than 50 people. Beginning August 1, the health pass requirement will be extended to adults at restaurants, cafés, shopping centers, “as well as for travel by plane, train and bus for long-distance journeys,” according to the app’s website
Israel
BBC
Israel introduced a vaccine pass earlier this year. It required people to show proof of either vaccination or having recently had the virus. The pass helped increase uptake of the vaccine, especially among younger people.
The green pass system will only allow those over the age of 12 who are vaccinated, recovered from Covid-19 or who present a negative test result to attend large events and enter certain public spaces
Italy
Starting August 6, Italy will mandate a digital “green pass” to visit indoor venues such as restaurants, theatres, stadiums, cinemas and museums. The digital pass confirms whether a person has received at least one dose of Covid-19 vaccine dose, recovered from the illness within the last six months or tested negative within the past 48 hours.
Denmark
Forbes
A “corona passport” showing proof of Covid-19 vaccination or a recent negative test result is required to enter indoor restaurants, cafes, bars, museums, theatres and cultural events. The requirement does not apply to outdoor venues or establishments.
Greece
Forbes
Since July 16, Greece has required individuals to use a health pass to patronize indoor establishments such as restaurants, bars, night clubs and cinemas — but not the outdoor terraces of these establishments. The pass confirms an individual’s vaccination status, proof of a recent negative test or prior infection.
Portugal
Forbes
Earlier this month, Portugal began requiring hotel guests to show proof of vaccination status or provide a negative Covid-19 test or proof of recovery from the illness. The same requirement is in place for dining indoors from Friday to Sunday across the country in 60 municipalities, including Lisbon and Porto. Nightclubs are still closed in Portugal.
Spain
Forbes
Last week in northwestern Spain, the Galicia region — home to Santiago de Compostela — became the first Spanish territory to require its citizens to show proof of their Covid health status to gain access to indoor cafés, bars and restaurants. Yesterday, the Canary government followed suit, making the digital Covid certificate a requirement for patrons at cafés, bars and restaurants on the island of Tenerife.
Ireland
Forbes
Restaurants and pubs across Ireland are reopen for indoor dining for patrons who can prove they are fully vaccinated against Covid-19 or have recovered from the illness within the past six months.
Patrons must show a photo ID along with proof of their vaccination status, and they need to provide a phone number for contact-tracing purposes. Children under 12 are exempt.
Austria
Forbes
Austria is using its so-called “3G rule” of “Getestet, Geimpft, Genesen” — “Tested, Vaccinated, Recovered” — to regulate entry to indoor restaurants, hotels, nightclubs, and cultural events. The rule requires patrons to show proof of vaccination status, recovery from the virus or a recent negative PCR test when entering establishments. Since mid-July, anyone breaching the law can land an on-the-spot fine of 90 euros
Germany
Angela Merkel’s chief of staff, Helge Braun, warned that restrictions for unvaccinated people may be coming in Germany, reports the Associated Press
