Green if the rate is below 50 per 100,000
Amber if the rate is between 50 per 100,000 and 120 per 100,000
Red if the rate is over 120 per 100,000
Amber if the rate is between 50 per 100,000 and 120 per 100,000
Red if the rate is over 120 per 100,000
