Something I only just discovered! The amendment below by Simon Crowcroft got 24 votes pour - more than contre - but was NOT passed.
One of the very helpful team at the States Assembly put me right when I asked about this appearing to be passed: "Any debate that changes the composition of the States Assembly, such as the number of States Members, or in this case the reintroduction of Senators, must reach 25 votes "pour" to be passed. Unlike other debates, where simply a greater number of votes "pour" vs "contre" is enough, that is not the case here."
